The Resilience and Security Component, is an initiative under the General Support Technology Programme (GSTP). Introduced at the 2025 ESA Ministerial Council (CM25), the initiative aims to establish long-term European autonomy in critical technologies.

All Resilience and Security Component proposals are evaluated by ESA's Technical Evaluation Boards. Participating States are not involved in the selection of individual activities. The process differs for standard activities and classified technology clusters.
A Classified Technology Cluster is a novel Resilience and Security Component mechanism allowing one or more Participating States to jointly develop sensitive space technologies up to TRL 7 under full national sovereignty. The Resilience and Security Component sits alongside the EEE Space Component Sovereignty programme within GSTP, addressing the critical dependencies that fall outside the electrical/electronic/electromechanical domain and the full spectrum of space cybersecurity. It was approved by unanimous vote of all Participating States at CM25.
